Import 3WLA from Excel

1. Go to the 3WLA page
2. Click Download Template
3. Fill in planned work items (title, party, activity code, dates, quantities)
4. Click Upload Workbook

TCC creates a new planning version with the imported items. The template auto-generates on first download.
