How does the 3-button workflow work?

The tab workflow

1. Add stages the row in the local list.
2. Save stores it as pending.
3. Complete records that section’s review.

Finalize Report confirms all six sections together, including empty sections. Separate Complete clicks remain optional. Save or remove staged rows first; finalization does not auto-save them. Entry status is separate from section progress.
