The 3-Button Workflow

1. Add – Adds to local list only. No network call.
2. Save – Persists to database as 'pending'. Safe to leave.
3. Complete – Marks tab as done. Supervisors see progress.

This supports real field conditions: save partial work, return over 2–3 days, commit when verified.
